This is Growlithe Windy from the old back intro pack.

This card has received the highest rating of PSA 10 from the grading agency.

It is a one-owner item that I submitted for grading myself. I did not touch it once with my bare hands and put it in a sleeve after it was returned from the grading agency.

There appear to be 136 Growlithe cards in the world and 160 Windy cards in the world. I don't think there will be a big increase in the future as these are old cards.

Out of print 20 years ago, PSA 10, and only in intro packs with little circulation.

so it is considered to be very popular and rare.
